Regulatory Notice — Cosmetic Applications
Salicylic acid is listed in Annex III of EU Cosmetics Regulation 1223/2009 as a restricted cosmetic ingredient. Maximum permitted concentrations vary by product type — typically 2% in face products, 3% in rinse-off hair products, and 0.5% in body lotions and other leave-on products. It is not permitted in cosmetic products intended for children under three years of age except in shampoos. Salicylic acid is a white crystalline solid at room temperature with a faintly acrid, characteristic odor and a melting point of approximately 158–161°C. Standard chemical handling PPE including gloves and eye protection is required — salicylic acid is a skin and eye irritant at handling concentrations and should be kept away from eyes and mucous membranes.
